Original manuscript title: From AI Anxiety to Recursive Governance: Designing an Ethics of Interruption for Agentic AI Systems.
Abstract
Artificial intelligence is now governed and experienced through two tightly coupled processes: the social experience of anxiety about AI and the technical problem of keeping recursive, agentic systems accountable as they generate, classify, and revise their own outputs. This paper develops an integrative argument from a mixed source pack composed of conceptual essays on AI anxiety, empirical studies of anxiety toward AI in children and pre-service teachers, a review article on agentic AI and recursive reasoning, an internal governance constitution, an internal manuscript on “hegemonic fluency” and the “ethics of interruption,” and a key technical storyboard documenting recursive governance test runs. Methodologically, the paper uses interpretive synthesis anchored by one technical case study: a recursive governance workflow that moved from an unstable baseline to a locked stable branch and then drifted again when governance artifacts were recursively re-ingested as new input. The source pack suggests three main findings. First, AI anxiety is not reducible to irrational alarmism; it is often a response to opacity, job displacement, privacy risk, misinformation, bias, and the upstream classification of persons and claims. Second, agentic AI amplifies familiar governance problems by adding coordination failures, causal uncertainty, distributed memory, and recursive planning. Third, the key test artifact demonstrates that governance drift is frequently produced not by model “intelligence” alone but by boundary failures in what counts as admissible input, evidence, and self-reference. In the storyboard case, a contaminated baseline of 194 governed claims with 25 blocked claims was reduced to a stable branch of 29 governed claims and 0 blocked claims after runtime outputs, classifier-sensitive noise, and recursive packet artifacts were excluded. Yet later synthesis runs that governed prior governance packets reintroduced a recursive attractor, including a 30-claim/9-blocked synthesis state and repeated 10-claim/3-blocked recursive plateaus. The paper argues that trustworthy AI governance depends less on perfect fluency than on institutionalized interruption: visible provenance, bounded recursion, contestable classifications, explicit uncertainty, and protected routes for appeal. AI anxiety, on this reading, should be treated not only as a psychological burden but also as a diagnostic signal that governance conditions remain insufficiently legible.

1. Introduction
Debates about artificial intelligence still tend to split into two unsatisfying positions. In the first, AI is cast as a productivity engine whose outputs should be made faster, cleaner, and more scalable. In the second, AI is cast as an almost mythic threat that may someday outrun human control. Both framings are inadequate. The first underestimates the political work performed by classification, routing, and automation inside ordinary institutions. The second often mistakes speculative end states for present governance problems. What gets missed in both cases is the way AI already reorganizes credibility, workflow, oversight, and psychological life.
The documents in the present source pack point toward a more grounded framework. The conceptual literature on AI anxiety shows that apprehension about AI is not only fear of superintelligent takeover. It is also concern about replacement, surveillance, misinformation, privacy erosion, bias, and the sense that consequential systems are being deployed without meaningful public control. The empirical literature complicates the picture further. Anxiety is not uniformly negative; some forms of discomfort appear to correlate with engagement and learning, while other forms track distrust, job insecurity, or sociotechnical blindness. At the same time, the agentic-AI literature shows that AI systems are moving from isolated tools toward multi-step, tool-using, memory-bearing, and sometimes multi-agent forms of reasoning. This transition creates new governance burdens: causal opacity, coordination failures, emergent behaviors, debugging difficulty, and novel attack surfaces.
The key document in this packet, however, is not a conventional journal article. It is a technical storyboard of recursive governance test runs, titled Recursive Governance Storyboard (“RESULTS-TEST RU.pdf”). That storyboard matters because it records a concrete transition from unstable recursive processing to a more disciplined branch and then to renewed drift when governance artifacts became the input to further governance. It shows, with unusual clarity, that AI governance is not only about what a system outputs. It is also about what a system is allowed to ingest, classify, and recursively treat as evidence.
This paper argues that the psychological problem of AI anxiety and the technical problem of recursive governance instability should be understood together. Anxiety increases when people confront systems that appear authoritative while concealing their conditions of operation. Governance fails when recursive systems are allowed to treat their own packaging, headers, or runtime debris as fresh evidence. The answer to both problems is not seamlessness. It is a design stance this source pack names the ethics of interruption: making uncertainty, provenance, and contestability visible enough that institutions can respond before recursive error hardens into apparent fact.
2. Materials and Method
This paper is a structured interpretive synthesis of eight supplied documents. The corpus includes: (1) a comprehensive review of AI anxiety by Kim et al.; (2) a conceptual paper on AI anxiety by Johnson and Verdicchio; (3) a healthcare-focused empirical study of Jordanian children by Al-Smadi et al.; (4) an experimental study of pre-service teachers by Agca and Korkmaz; (5) a review article on agentic AI and recursive reasoning by Arslan; (6) an internal manuscript titled Algorithmic Agentic AI and Governance: From Hegemonic Fluency to the Ethics of Interruption; (7) an internal AI GOV CONSTITUTION document; and (8) the key internal results artifact, Recursive Governance Storyboard.
The method is intentionally mixed across evidence types. The peer-reviewed and journal-style sources are used for conceptual framing and empirical support. The internal manuscript and constitution are used as governance theory and design logic. The storyboard is treated as a technical case study. This does not produce the inferential certainty of a large-scale meta-analysis, nor does it claim that internal artifacts carry the same evidentiary status as peer-reviewed studies. Instead, the method asks whether heterogeneous materials converge on a common governance pattern.
The analysis proceeded in three stages. First, the source pack was read for recurring constructs: AI anxiety, autonomy, sociotechnical blindness, recursive reasoning, governance, classification, reliability, interruption, and drift. Second, empirical findings were extracted where available, especially statistics that clarified how anxiety operates across domains. Third, the storyboard was analyzed as a process case, with particular attention to input contamination, blocked-claim formation, and stabilization dynamics across successive passes.
This design is appropriate for the present problem because the source pack itself is hybrid. It does not describe only public attitudes toward AI or only system architecture. It documents a loop: agentic and recursive systems generate governance challenges, those challenges produce anxiety and institutional caution, and those responses in turn shape how systems should be designed, bounded, and audited.
3. Literature Review
3.1 AI anxiety is sociotechnical, not merely emotional
Johnson and Verdicchio’s analysis of AI anxiety remains foundational because it refuses to confuse valid concern with speculative fantasy. Their central claim is that public alarm often mislocates the object of fear. The problem is not autonomous software imagined in isolation from human institutions. The problem is the sociotechnical system within which humans design, deploy, fund, and delegate to AI. They identify three drivers of distorted AI anxiety: an exclusive focus on the technical artifact, confusion about autonomy, and an inaccurate view of technological development. Their conclusion is especially relevant here: there are good reasons for anxiety, but the reasons lie in human decisions about how AI is embedded, bounded, and governed.
Kim et al.’s review broadens that argument. Their article defines AI anxiety as a non-clinical but consequential response to AI’s expanding presence in social life. They identify fear of replacement by AI as the primary driver, while also highlighting secondary drivers such as uncontrolled AI growth, privacy concerns, AI-generated misinformation, and algorithmic bias. Importantly, their proposed responses are multidimensional. They do not reduce mitigation to therapy or technical fixes alone. Instead, they call for educational, technological, regulatory, and ethical interventions, including training, assessment tools, research on coping strategies, and curriculum adaptation.
Read together, these two papers suggest that AI anxiety should not be dismissed as ignorance. It frequently indexes a governance problem. People become anxious when they cannot tell who is accountable, what is being inferred about them, whether data are being misused, or how much discretion remains human.
3.2 Empirical studies show that anxiety is heterogeneous
The empirical studies in the packet make the picture more precise. Al-Smadi et al. surveyed 400 Jordanian children in a cross-sectional study and found that AI learning anxiety (beta = 0.437, p < 0.001) and AI configuration anxiety (beta = 0.266, p < 0.001) positively predicted positive attitudes toward AI. By contrast, job replacement anxiety (beta = -0.615, p < 0.001) and sociotechnical blindness (beta = -0.232, p < 0.001) negatively predicted positive attitudes. These results matter because they show that “anxiety” is not one thing. Some forms of uncertainty reflect active engagement and curiosity. Others track alienation, distrust, or a sense that AI is socially destabilizing.
Agca and Korkmaz report a similarly complex pattern in their mixed-method study of 195 pre-service teachers who received four weeks of AI-in-education training. The training reduced anxiety in the learning dimension but increased it in other dimensions. Their qualitative analysis identified recurring concerns: inequality, ethics, privacy, reliability, professional and social anxiety, unpredictable decisions, loss of control, technology adaptation difficulties, AI addiction, and decreased creativity. This finding is crucial. Better knowledge did not simply make anxiety disappear. It redistributed anxiety from unfamiliarity toward governance-relevant concerns. Increased literacy may therefore intensify attention to genuine risk even as it lowers purely technical confusion.
These findings help reframe AI anxiety as differentiated and context-sensitive. Productive governance should not aim to eliminate all apprehension. It should separate anxieties that stem from opacity and instability from anxieties that stem from mere unfamiliarity. The former deserve structural response, not reassurance alone.
3.3 Agentic AI raises the stakes
Arslan’s review on agentic AI and recursive reasoning extends the discussion from public response to system design. The article distinguishes between simpler AI agents and more advanced agentic AI systems built around multi-agent cooperation, persistent memory, orchestration, and recursive planning. This matters because the move from one-shot generation to iterative, tool-using, and self-revising systems changes the governance problem.
The review identifies several limitations of current agentic systems: lack of causal understanding, hallucinated or factually incorrect outputs inherited from language models, incomplete autonomy, limited long-horizon planning, reliability and safety concerns, communication and coordination bottlenecks, emergent behavior, debugging complexity, explainability deficits, and security risk. The conclusion is not anti-agentic. It is conditional. Agentic AI may transform problem-solving, but only if reliability and ethical governance are built into the architecture.
The internal manuscript on algorithmic agentic AI gives this engineering problem a political vocabulary. Its key distinction is between the “architecture of fluency” and the “ethics of interruption.” Fluency is the smooth surface through which classification and optimization appear neutral. Interruption is the set of delays, explanations, appeals, and visible uncertainties that make those processes inspectable and contestable. The internal AI GOV CONSTITUTION reinforces this orientation by defining governance as constraint design embedded in real interfaces and workflows. It treats risk as emerging from classification, routing, incentives, and drift, not from model accuracy alone.
Together, these texts suggest that agentic AI increases the need for interruption. The more systems chain outputs, pass artifacts forward, and revise themselves recursively, the greater the risk that hidden assumptions will harden into official-seeming conclusions.
4. Case Study: Recursive Governance Drift and Stabilization
4.1 Why the storyboard is analytically important
The Recursive Governance Storyboard is the most operationally revealing document in the packet. Although it is a visual report rather than a conventional article, it records a sequence of governed test runs in a recursive AI workflow. It shows a process moving through four key states: a contaminated baseline loop, a correction pass, a stable branch, and a recursive self-governance plateau. This case is valuable because it captures governance as a process artifact rather than as an abstract aspiration.
The storyboard’s headline claim is direct: the branch moved “from noisy restarts to a locked, stable branch.” It also specifies the temporal scope of the recorded run window and identifies the critical interpretive point. The branch stabilized when future output folders were excluded from source-tree governance, README headers were normalized, and self-referential packet artifacts were prevented from recursively governing themselves.
4.2 Baseline instability
The baseline loop was highly unstable. According to the storyboard, the initial authoritative run governed 194 claims, of which 25 were blocked. A separate summary panel notes that the baseline involved 106 inventoried files and 115 divergences. The drift was not random. The storyboard attributes it to contaminated inputs: runtime folders, packet-generated outputs, README wording sensitive to the classifier, and other metadata or helper-script noise. In other words, the system was not simply reading the intended source tree. It was also reading the residue of its own previous activity.
This point is theoretically important. Recursive systems often fail not because they cannot reason but because they cannot maintain a clean distinction between source material and downstream artifacts. When outputs, logs, headers, and packaging are recursively reclassified as new evidence, the system begins to govern its own debris.
4.3 Correction and stabilization
The corrected branch shows how much governance quality can improve when recursion is bounded. After cleanup and code filtering, the system moved to a stable branch with 29 governed claims and 0 blocked claims. The storyboard attributes this change to the exclusion of runtime outputs, the removal of README-triggered blockers, and the filtering of classifier-sensitive text such as shebangs and elevated metadata receipts. Another summary panel reports an 87.7 percent reduction in files inventoried and a drop in evidence-derived rows from 115 to 0 after correction.
These are not cosmetic changes. They reveal the practical mechanics of governance. By narrowing the admissible input set to the authoritative source tree and by distinguishing substantive evidence from packaging or runtime exhaust, the system reduced both volume and ambiguity. The stable branch did not become simplistic. It became governable.
4.4 Drift returned when governance packets governed governance packets
The storyboard also records what happened when the process moved beyond the stable branch and attempted higher-order synthesis. A three-output synthesis across recent outputs produced a new defer state: 30 governed claims and 9 blocked claims. The later recursive continuation passes then converged to a repeating pattern of 10 governed claims with 3 blocked claims, summarized in the storyboard as an “A7 / D3” recursive plateau.
The drift cause analysis in the storyboard identifies three classes of failure:
- Input contamination. Runtime and generated artifacts, including old output folders and packetized reports, were entering the input set.
- Classifier-sensitive text. Factual receipts, shebang lines, and elevated metadata strings were sufficient to create avoidable blocked rows.
- Packet self-governance. Once generated packets became inputs, the system began blocking on its own title lines, provenance headers, and dataset-summary sentences.
This is a rare and useful result. The storyboard shows that a system can be stable at the level of source-tree governance while remaining unstable at the level of governance-on-governance recursion. The later defer states do not necessarily mean that the underlying branch regressed. They may instead mean that the system crossed into a different object of analysis: not the project itself, but the textual wrappers through which the project had already been governed.
5. Discussion
5.1 AI anxiety as a response to governance opacity
The source pack supports a strong interpretive claim: AI anxiety is often a response to governance opacity rather than to AI capability in the abstract. Kim et al. identify fear of replacement, misinformation, privacy loss, and bias as core drivers. Johnson and Verdicchio argue that anxiety should track the humans and institutions that deploy AI, not imaginary disembodied autonomy. Al-Smadi et al. show that sociotechnical blindness and job replacement anxiety are associated with more negative attitudes, while Agca and Korkmaz show that education can lower some anxieties even as it raises awareness of others.
The storyboard case provides a technical analogue to this psychological pattern. The unstable baseline produced anxiety-like conditions inside the governance system itself: uncertainty about what counted as evidence, elevated blocked rates, and repeated defers. Once the system’s provenance rules were clarified, blocked claims fell to zero. The lesson is that human anxiety and machine-governance instability are linked by the same underlying issue: insufficiently visible boundaries around authority, evidence, and revision.
5.2 Why interruption matters more than fluency
The internal manuscript’s distinction between fluency and interruption is especially useful here. Fluent systems appear efficient because they suppress the traces of their own uncertainty and labor. Yet the storyboard demonstrates that seamless recursion is not necessarily a virtue. Uninterrupted recursion allowed generated evidence packets to become fresh evidence. That is precisely the sort of smoothness that looks intelligent while undermining governance.
An ethics of interruption does not mean making systems worse. It means forcing systems to expose the stages at which error, uncertainty, or contestation should remain visible. In practical terms, interruption includes provenance boundaries, exclusion rules for runtime outputs, explicit separation between source material and derived artifacts, visible confidence limits, and protected routes for challenge. These are governance features, not inefficiencies.
5.3 Design principles for agentic governance
Across the packet, five design principles recur.
First, separate authoritative sources from generated outputs. The storyboard shows that recursive contamination is a direct path to drift.
Second, treat metadata as potentially consequential. README wording, receipt strings, and shebang-like text were sufficient to create blocked claims in the case study. Governance systems should therefore classify metadata intentionally rather than incidentally.
Third, preserve contestability. The internal manuscript argues that accountability depends on appeal, hesitation, and visible uncertainty. This is consistent with the empirical studies, which suggest that public attitudes improve when people have literacy, preparedness, and clearer frames for engagement.
Fourth, support emotional readiness as part of governance. The child-health and teacher-training studies show that anxiety is not external to governance. It affects adoption, trust, and ethical response. Educational and mental-health support are therefore part of AI governance, not a separate afterthought.
Fifth, limit recursive self-reference. Agentic systems that govern prior governance artifacts require special safeguards. Without them, systems can become trapped in self-descriptions of their own procedures rather than the underlying matter those procedures were supposed to evaluate.
5.4 The broader institutional implication
The broader implication is that AI governance should be understood as a problem of institutional boundary design. It is not enough to ask whether a model is accurate. We must also ask what it can ingest, how it classifies inputs, when it is allowed to recurse, which artifacts count as evidence, how drift is detected, and where people can interrupt the process. This is why the internal constitution’s definition of governance as constraint design embedded in interfaces is so productive. It shifts the focus from abstract ethics statements to operational mechanisms.
6. Limitations
This paper has important limitations. The source pack is heterogeneous and includes both peer-reviewed research and internal documents. The key storyboard is a visual technical artifact rather than a formal methods paper, which limits reproducibility from the PDF alone. Some provided documents are conceptual or review-based rather than original empirical studies. The internal governance manuscript and constitution are analytically rich but do not substitute for external validation. For these reasons, the paper should be read as a theory-building synthesis with one embedded technical case study, not as a final meta-analytic statement on all forms of AI anxiety or all recursive-governance architectures.
At the same time, the heterogeneity of the packet is also a strength. The convergence across empirical anxiety research, conceptual governance theory, and observed recursive system behavior gives the argument more institutional depth than any one source type could provide alone.
7. Conclusion
The documents in this source pack converge on a clear conclusion. The future of AI governance will not be secured by making systems more fluent, more opaque, or more recursive by default. It will be secured by designing institutions that know where to slow down. AI anxiety is not merely a public-relations problem to be managed away. It is often a rational response to systems whose authority exceeds their legibility. Agentic AI is not merely a more capable tool. It is a governance challenge because recursive planning, persistent memory, and multi-step orchestration magnify the consequences of poor boundaries.
The storyboard case makes that lesson concrete. A contaminated baseline generated 194 claims with 25 blocked claims. A bounded correction process reduced that to a stable branch of 29 claims with 0 blocked claims. Recursive packet-on-packet synthesis then reintroduced drift, yielding 30 claims with 9 blocked claims and later repeated 10-claim/3-blocked plateaus. The difference between failure and stability was not magic. It was governance design: what counted as input, what was excluded, what remained contestable, and whether the system was allowed to treat its own packaging as evidence.
The most defensible response is therefore an ethics of interruption. High-impact AI systems should expose provenance, preserve appeal, separate source from artifact, disclose uncertainty, and bound recursion before self-reference hardens into authority. If institutions adopt that stance, AI anxiety may become more intelligible and more governable. If they do not, both public distrust and recursive technical drift are likely to deepen together.
